CS:GO Chat gets spammed by commands

What steps will reproduce the problem?
1.Join a server and chat

What is the expected output? What do you see instead?
Normal Chat produces This Error in console if anyone chats

Tried to look up command say as if it were a variable.
pAter : nooo!
Tried to look up command say as if it were a variable.
pAter : testing

There should be no output.

What version of the product are you using? On what operating system?

This happens with mani not running.  It is an engine issue.
