Round Limit Changing after Multi-map Vote #173

What steps will reproduce the problem?
1.Building a Multi Map Vote
2.Multi Map Vote being accepted
3.Round limit changes on voted map and each subsequent map thereafter

What is the expected output? What do you see instead?
Round limit on server is 15.  After vote passed round limit changed to 1.5 on 
the passed map and each map after.

What version of the product are you using? On what operating system?
MAP 1.2.22.13c
Windows rented Gameserver

Please provide any additional information below.
In game it was changing after 1 or 2 rounds each time.  Noticed the actual 
"1.5" in the HLSW Server info.  Limits was set to 1.5 rounds instead of 15.
