Reserved slots aren't working on CS:GO #183

What steps will reproduce the problem?
1.Set up a reserved slot and try to join the server when it's full

What is the expected output? What do you see instead?
A player should be kicked and the admin should be able to join. Instead, no 
admin is able to join, server is reported as being full.

What version of the product are you using? On what operating system?
