mani_dead_alltalk description in the mani_server.cfg is false #71

What steps will reproduce the problem?
1.Have a look at the mani_server.cfg

What is the expected output?
// Allows dead players to voice chat to other dead players, regardless of
their fraction
// 0 = All Dead talk off, 1 = All dead talk on
mani_dead_alltalk 0

What do you see instead?
// Allow dead players to type and speak to alive players
// 0 = All Dead talk off, 1 = All dead talk on
mani_dead_alltalk 0

What version of the product are you using? On what operating system?
MAP 1.2T on Win7 SRCDS

Please provide any additional information below.
Nothing fancy on that one, stil, this feature description is false.
