Mute Voice not working on servers running zombie mod

What steps will reproduce the problem?
1.Install ZombieMod
2.Install M-A-P
3.Try to mute a player

What is the expected output?
The player voice and text chat should be muted

What do you see instead?
Only text chat is muted.

What version of the product are you using? On what operating system?
1.2T on Windows 2003 SRCDS running ZombieMod

Please provide any additional information below.
All versions up to 1.2Beta S hotfix 2 muted voice and chat. Just until
1.2T, it doesn't do it anymore. Link to forum topic:

Mute is a special animal.  If two plugins access the methods to mute, then 
muting
will not work properly.  The correct way to deal with this is to have an
enable/disable mute function so that you can use just one.
