Command spam protection "floods" logfiles, while only one file should be created for the plugin itself #86

What steps will reproduce the problem?
1.Install 1.2T and set a working command flooding protection via the
mani_server.cfg and set mani_log_mode 3 in your mani_server.cfg
2.Start your server, join it and start command flooding

What is the expected output?
There should be a log file for each admin only (and maybe a seperate one,
only for bans inflicted by the plugin itself, currently, they get stored in
the default log folders, if i remember?)

What do you see instead?
There is a logfile created for each person that gets banned for command
spamming

What version of the product are you using? On what operating system?
1.2T on Win7, SRCDS

Please provide any additional information below.
