TF2 Bots crash the server if Mani Admin Plugin is installed

What steps will reproduce the problem?
1.Install 1.2T on your server
2.Set sv_cheats 1 and add some bots

What is the expected output?
The Server should start, while the bots shouldn't work since they're not
fully implemented yet.

What do you see instead?
Server crashes for some persons

What version of the product are you using? On what operating system?
Debian 5.0, Mani 1.2T on SRCDS
