1.2 U - Provide a default ban reason within mani_server.cfg #92

Steambans etc. provide a default ban reason once a user gets banned. Since
we do have "ban with reason" support now, we should add a default ban
reason changeable via the mani_server.cfg if a user gets banned.

Example:
// This is the default reason a user will get displayed if he gets banned
mani_admin_default_ban_reason "You are being banned for bad behaviour"

Added, and I went ahead and did mani_admin_default_mute_reason as well.
