Comments in adverts.txt no ignorred if adverts.txt is saved in UTF-8 (might affect other .txt files as well)

What steps will reproduce the problem?
1.Install MAP 1.2T (09.02 build)
2.Open the adverts.txt and save it in UTF 8 instead of ANSI
3.Start your server

What is the expected output? What do you see instead?
Lines commented out via // should be ignorred. Instead, they get
interpreted as adverts and shown ingame.

What version of the product are you using? On what operating system?
1.2T (Build 09.02) on Win 7 x64 with Cs:S (SRCDS Server)

Please provide any additional information below.
Might affect all .txt files that didn't support comments prior to 1.2S?

Same as #99, added routine that will strip the BOM on UTF8.
