This diff aims at adding support for "Tamil" language with basic greetings and conversations.

Changes:

Created a new directory called tamil
Added conversations.yaml file with basic phrases for greetings and conversations

Testing:

Ran nosetests however traditionalchinese test failed and did not want to fix that in this PR.

Hello! I am wondering if Travis CI integration is still working? The CI checks have been stuck there for a while.
