API Key Signup Link in Loader Library is Broken #534

What steps will reproduce the problem?
1. Clicking on the link (http://code.google.com/apis/loader/signup.html) on the 
documentation page (http://code.google.com/apis/libraries/devguide.html)

What is the expected output? What do you see instead?
I expect to see a sign-up form, but get a 404 instead.

What version of the product are you using? On what operating system?
Latest version using Windows XP.

Please provide any additional information below.
