Blog Search API should support restriction of results by language. #550

Our application aggregates information from multiple sources, including Twitter 
and Google Blogs.  We allow the user to restrict the query to a specific 
language.  Twitter supports this but Google Blog Search does not.  The use of 
the hl parameter helps a bit but it only works on a handful of languages and 
the documentation does not clearly explain how setting the parameter affects 
the query. It would be nice if we could tack on something like language=fr to 
get back results written in French.
