chore: set poetry up - Githubissues

Set poetry up for this project, using pyproject.toml and poetry.toml
Add tasks for linting, formatting, and installing git hooks
Edited both .pre-commit-config.yaml and .github/workflows/linting.yml to use poetry instead of pipenv
Added instructions for local development with poetry in README.md
Added functions for loading environment variables when bot is running without docker-compose
Removed pipenv from project
