[Suggestion] Subscribe and Unsubscribe Command #149

Right now we can't control the !sub and !unsub command much at all. We should change it so that Gurkan Steering Council can add or remove (or disable) any of the roles.

I would like to work on this if time permits.

Would be great. I'd love to see this @Arnav-2004.

It would also be nice to simply "disable" roles temporarily.
