Update Note Component #209

Update the Note component to allow for dynamic actions.

On the Objective Ratings Page

Actions should be Open and View past notes
Clicking Open brings up the Edit Note Modal.
Clicking View past notes brings up the Notes Details Page

On the Notes Detail Page

Actions should be Edit and Delete
Clicking Open brings up the Edit Note Modal.
- Clicking Delete brings up the Delete Note Modal.

Change text of the button as a prop and each of the handlers could be exposed?
