qa_constellation and receiver constallation take forever #22

these unit tests are taking near a minute, something is wrong...

maybe some work is getting called with length 1 buffers
or the block is being stopped but still churning through data

The issue seems to be that the setup/start() and not the actual execution takes 99% of the time. These qa tests basically have a large number of tests and we are just timing the setup. One time setup overhead per flow graph is tolerable, but this should be fixed or at least figured out...
