UUPMediaConverter struggles to create image for retail Windows 11 22H2 (22621.2283)

Description

Attempting to create media for the Sept 2023 build of Windows 11 22H2 (source) results in errors similar to https://github.com/gus33000/UUPMediaCreator/issues/119 (professional available as: Canonical) but unlike the issue, involves a retail version of Windows with no modifications to the folder or attempt to omit applications.

Steps to reproduce

• Open Command Prompt as Administrator and navigate to working directory

• Download Windows 11 22H2 (22621.2283)

  UUPDownload.exe -s Professional -v 10.0.22621.2283 -c 22h2_release -r Retail -b Retail -t amd64 -l en-US -y true

• Generate image from UUP directory

  UUPMediaConverter.exe -l en-US -u 10.0.22621.2283.ni_release_svc_prod1.230831-1007_amd64fre_8269aebf51bc -i Win11_22H2_22621.2283_English_x64.iso

  • Windows 11 21H2 (22000.2416) Sept 2023

  The following builds were unable to generate their images:

  • Windows 11 22H2 (22621.2283) Sept 2023 (we're here)

• I had to run UUP{Download, MediaConverter} again prior to filing this issue so I could have a complete debug log, the error presented by UUPMediaConverter was for PPiPro instead of professional
