Allow stock-recruitment to be turned off in set_scaling_model() #45

@richardsouthwell You liked the idea of being able to turn off stock-recruitment altogether in the scaling model. I have made minor modification to the code to allow that by setting rfac = Inf, and have chosen that to be the default.
