That is actually the first thing that I did in fork :) I would suggest creating folders in packer repository

[src] - existing folder there
- [components] - move infrastructure in this folder
- [containers] - move cookbooks for Vms here from src folder

@asmagin thanks for the suggestions. Indeed, the plan is to move some core components here from the Packer repo, then refactor that a bit, hopefully sooner than later :)
