pylint workflow added #90

This PR adds:

workflow for running linters: pylint and flake8 on station/ code (python 3.9 and 3.10)
fixed workflow for running tests using pytest on station/ code (python 3.9 and 3.10)

Success! This PR now passes. It's not end of the story, however. For the time being, there are two major holes one could drive a truck through:

tests and linter is running on station only (no server)
the pylint is told to pass if the score is at least 7.0 out of 10.0. This is pretty low.

Ok, this is now ready for review. This covers CI actions for station. The server is more complicated (due to a need for Postgres) and will be added in the future release.
