Sorry, but this complicates the package. I strongly doubt that this functionality will be in demand.

We not have free app for GDPR in marketplace? I can't find it

There are two packages (https://www.concrete5.org/marketplace/addons/gdpr and https://www.concrete5.org/marketplace/addons/eu-cookie-law) that may do that (not sure, I didn't test them), but both are paid, and I think that the concrete5 community really needs a free addon for such a basic (and required) feature...

Maybe need fork new package? For GDPR only

If you think that your package shouldn't contain these GDPR-related features, then yes, I'd fork this package and publish it in the marketplace as a free package (but you should allow that: the current license file doesn't allow me to do that).

I think is better way. You can use any name without maintaining continuity. After publish your package, i will rework this package and description on marketplace for notification features witthout GDPR.
