GHA Workflow to routinely build PhotoPrismPi image #2

Looking to solve this issue from PhotoPrism.

I'm not entirely sure if this is in the form that is desired by the PhotoPrism guys but it is a start and can be modified to meet their needs.

@guysoft Lmk if you have any questions about this or don't think this is the right way to add this feature.

@lastzero here is the other part of that issue in PhotoPrism that I took on. I'd appreciate your feedback.

Thanks for your contribution! Making it a squish commit.

BTW I also have a local Jenkins server that builds it, but I am all for letting the PhotoPrisim community and maintainers build and maintain this.

I had some difficulty downloading the latest image.... only because I knew that it is created by a GH action, I found it here as an artifact:

Would it make sense to mirror the SD card images on https://dl.photoprism.app/ so users can find them more easily?

Sounds like a good idea to me. How can I get access to write files to the mirror?
