Add a new Launch instruction #11

The current Launch instruction of the GVL website is for GVL-3.4 . It would be useful to have an instruction for the current version and for the early versions.

Please add instruction on how to add PacBio tools. The installation package in is the admin section, which is not obvious.

Jess already did this, but I'll add the SMRT portal stuff now
