SMRTAnalysis competes with Galaxy port 9080 #77

When multiple processes are selected in userdata at launch cloudman assigns port 9080 for handler0. If SMRTAnalyis is installed it will bind to port 9080 prior to galaxy starting and jobs for handler 0 won't be submitted to the cluster until the port is freed and the handler process restarted.

We need to assign port ranges to everything. Need to create a port map for the image..
