Add Sanger's Roary pipeline to GVL and Galaxy.

Roary has been added to Bioconda. I've updated it to the latest version.

I've written a Galaxy tool for it also. It is in the toolshed and the tools-iuc repo.

Currently installable from toolshed but not in GVL image.

Update to latest build of Roary 3.10.0

Waiting for Travis-CI to clear backlog of MacOS builds for a required dependency to be merged.

Updated to 3.10.2. Bioconda PR accepted, Galaxy tool PR in progress
