Add Gubbins to Galaxy and GVL #82

Add Sanger's Gubbins tool to the GVL and Galaxy etc.

Gubbins added to Bioconda by A PAge and myself.

Added to tools-iuc galaxy repo and merged into toolshed

Available for install but not in GVL image yet.

Update to latest build of Gubbins

Gubbins is now 2.2.3 on github but CHANGELOG suggests nothing worth implementing here..
