Add Nullarbor to Galaxy in GVL. #83

This is Torsten's Nullarbor tool. It is already in the command line brew system but not in Galaxy. This is a reminder for me to do it.

Need:

  1. Add it to Bioconda
  2. Add it to tools-iuc
  3. Add it to GVL toolsuite in the image
