cron-check Drupal.content tree changed progs/cats => Asterisk exts+sounds folder

Hi,

implementation requested by ticket:

if drupal. content tree has changed,
asterisk reads drupal db remotely and calls its own asterisk soap api
methods to update asterisk (this may not even need soap if drupal isn't
soap and asterisk soap api is called without http access but just php soap
api classes include from php script)

note: on this side, there should be no requirement for mp3=>* handling
because asterisk plays mp3 natively with format_mp3 or so.
