tic-tac-toe instructions

I have a few questions.

• When I click on the tic-tac-toe link in the tutorial, I go to the github page, but I no longer see the tutorial. I can navigate back using the back button on the browser, but I'm wondering if loading a new tab would be preferred.
• Can you fork or clone from github desktop? Not sure when to use command line versus github desktop versus VS code?
• Can/should we replace conda with virtualenv?

1. I will work on updating the markdown link to open in a new tab. I think it might be possible.

2. To clone a repo using GitHub Desktop, from the repo homepage, after clicking the green "Code" button, we click "Open with GitHub Desktop". That will be the demonstrated / preferred workflow. If you want to fork, we fork first from GitHub, and then clone our forked copy of the repo

3. I have a strong preference for conda, and a long history of using it, but we might discuss virtualenv if we determine there may be concerns about conda.
