Gnome-Menu devs should prepare an application to Gnome for SoC 2008 #51

Google is funding opensource work, and Gnome is part of it. Basically, you
get 5000$ to work during the summer on FOSS. Work on a document centric
desktop, and Gnome-menu could be done as part of this.

First,
10. Can a group apply for and work on a single proposal?

No, only an individual may work on a given project. Of course, students should 
feel
free to collaborate with others to accomplish their project goals.

Nevertheless this can be workarounded.

Second, I also wonder if a grad student is also  eligible as a student. They 
didn't
mention. I perhaps should ask them.

I'd say each developer which fit in the student category should apply with a 
project.
I guess you might split the document centric proposal in two, or have a generic
"Gnome Panel Improvements" application.
Then there's this 300+ lists of new features in Leopard for inspiration.(in the 
wiki
page on the Document Centric Desktop)
The question is what size should the project be. You're improving things at a so
rapid pace in Gnome Global Menu that it would be finished before the end of the 
summer.
You can either choose a monolithic project or a list of small project and
improvements to the Gnome Desktop. I don't know which is morel likely to be 
chosen
