Having multiple keyboard layouts makes mnemonics not work #617

What steps will reproduce the problem?
1. Set up globalmenu applet
2. Add several layouts in the gnome keyboard applet 
(System/Preferences/Keyboard, layout tab). I personally have USA Dvorak and USA 
as secondary
3. log out, log back in
4. Only alt-F and Alt-P menus will work for nautilus desktop (corresponding to 
keys Alt-Y and Alt-R on qwerty) 
5. remove one layout
6. All menu mnemonics work again

What is the expected output? What do you see instead?

Expect that all mnemonics work when multiple keyboard layouts present.
