This just started happening a few days ago after Ubuntu pushed a few updates (I
didn't keep track and cannot say which ones). Please see the screenshot.
Both menu sets are functional. Generally, those on the right are the ones that
respond to keystrokes, although sometimes there is no response to some keys, or
it may ignore all keys. I do not know whether Globalmenu's handling of the
keyboard has anything to do with the duplicate menus, but these problems
appeared after the last update.
I'll be happy to provide more data if directed where to look.
