Enhancement: Custome Menubar + Global Menu #628

When there is no window or application open, I think it would be better to 
display the Custom Menubar (Applications, Places, System) instead of the 
Desktop Menu( File, Edit, View, ...). Usually, when there is now window or app 
open, users will have to run an application first (via the Application Menu), 
open a folder (via Places) or perform System Tasks (using System Menu).

And should they disappear when an app is open?
What if we want to open another app or go to a place or open a configuration 
window from system menu without closing all apps?
Just put the applet next to the system menu and you'll be set.
