Don't have more support for dx9... In my case any add-ons don't work in dx9

First of all, don't assign people to issues, @fmmmlee isn't even working on this anymore.

Second of all, this is not a problem with the addon manager. Each addon handles whether it supports DirectX 9, 11, or both.
