The alpha is available but it's tagged as prerelease. Not sure about the tag you linked but it doesn't have any executables on it, just source code - https://api.github.com/repos/Friendly0Fire/GW2Radial/releases/latest still links v1.2.4 from spring 2019.

ah my mistake. It was updated 6 days ago. I suspect a release is coming soon at the very least.
