API whitelist removes already discovered entities

Current Behavior

Some items, skills, skins, achievements, ... that get discovered in game appear in the API, but shortly after disappear again.

Expected Behavior

Entities that are available in the API should stay available.

Steps To Reproduce

1. Visit for example https://api.guildwars2.com/v2/items/99912
2. See that this item is not available in the API
3. Compare with https://en.gw2treasures.com/item/99912 which tracks all changes in the API, and shows that this item was added to the API on 2023-07-18T19:00:37.235Z and then removed again a few hours later at 2023-07-18T22:45:52.387Z

Lonely Tower dailies are also missing:

Probably because of this, they are also missing in the daily fractal category (88): https://api.guildwars2.com/v2/achievements/categories?ids=88
