[Backend] [Frontend] Admin view that allows to spawn bots #60

Server should be able to spawn its own bots and maintain them Design an UI that:

Protected by ip whitelisting
Accepts username, password, map, district combo to spawn a bot
Shows a list of all current bots and their status

Backend should:

Maintain lifetime of bots
Maintain status history of bots
Be able to create new bots through API
