Hide the disabled view-mode button
Add a close button
Use tooltips instead of words on buttons

Hey, thanks for this PR! So I'm actually on the tail end of a rewrite for PHP-Debug right now that is going to make most of these changes unnecessary/already included. The debug panel will be moving to the Atom Dock making the panel feel much better inside atom (among a bunch of other things). I'm going to leave this open for now in case I am not able to get the release out the door in the near future, I'll get this merged in.
