gwvet-vdf: new workflow generator for studying veto definer files #5

This PR introduces gwvet-vdf, which builds a condor workflow using gw_summary_pipe to study the impact of each flag in each category of a veto definer file, both individually and as a hierarchichal collective.

the build failures are related to the versioning, the fact that the python 2.7 build passes serves to demonstrate that this addition doesn't break the build.
