T120 is full dataset bugfix #133

To test: 1) Submit empty dataset parameters form and confirm that you get taken to the full dataset. 2) Submit data in any other field (or checkbox) and confirm you get the dataset modal to create a name for a custom extract.

This is superseded by #144. Will close/remove this PR if that one is merged, but leaving here in case we want to fall back to this one.
