Maybe what @reliztrent was around uploading files that we might want to be embargoed upon upload? We could look to borrow code in https://github.com/gwu-libraries/etd-loader that accomplishes this (although in our case, the CSV would need to indicate the desired visibility status)

@kerchner I believe that you and I were running into issues stemming from file permissions on the server.
