Add custom content for About, Help, and Contact pages #16

About page is controlled from within the app by a signed in admin user. Help page is static (added skeleton: app/views/static/help.html.erb). Still working on contact page.

Copy initial About and Contact content to google docs - this is data so we need to be able to recreate it if we clear out the database.

Closing now that we have validate that these can be written and edited.
