Consider relationship between "highlighted files" and homepage "highlighted resources" #46

Should "highlighted files" be associated with the "highlighted resources" on the homepage? Would this be an appropriate means for populated that space?

I believe Highlighted Resources on the homepage is the same as Featured Works. That is, Highlighted Files are a mechanism that allows users to bring attention to their works by displaying them on the user profile, whereas Featured Works are a similar feature for a repository manager to showcase outstanding deposited work on the homepage of the repository, as a way to attract users and reward usage.

This has been ticketed upstream.
