add simple item versioning #195

UNT digital library style:

ItemVersions, tie each item to a version number, starting with 0
each Bag is one version of an item (version as FK on Bag)
view in bag/copy list showing versioned bags in reverse version/chron order
action tracking should refer to bag at particular version; FK on Bag might suffice
updates to bags could increment version - maybe they shouldn't?

Making the db changes would be easy enough, but working through all the UI implications is more than I can take on right now. Let's discuss making this its own major feature release with multiple tickets.
