check for loc name id when creating oclc worldcat identity link #1115

Some records have more than one URI for author. Make sure the Library of Congress author URI is present and use only that URI to construct the Worldcat Identify link, not the URI for VIAF or other rexources.

You can use a VIAF identifier, e.g., for Edith Wharton http://www.worldcat.org/identities/viaf-17230986/
