title with three bibs is not displayed in one page #1178

The bibids below share the same LCCN 95466197, OCLC 29920076, and ISBN 8970961496, but the GW title displays on a separate page whereas the GT and GM bib display on the same page.

Bibids: 16443525 from GW, 8479732 from GM, 4991827 from GT. Summon identifies two as government documents, one as a book.

The GT catalog does not have this title. Suppressed it in Voyager. But the GW and GM titles still don't display on one page.

The problem was that the titles were different. Fixed data, and records now display on one page. There is a check for title similarity in voyager.py get_related_bibs
