GW reference items moved to WRLC should be requestable #1197

No "Request" link is showing up for items that are at WRLC and have a permanent location that includes Reference or Ref. For example:

If the temp location is WRLC, they should be able to be requested.

Per @gcanner, RSAC policy change in Sep 2017 permits all retention copies of reference items anywhere (WRLC off-site or at a campus) to be able to be requested via CLS.

Launchpad looks at the display name, not the code (w/"ret") so has no knowledge currently about whether something is a retention copy. Removing "Reference" and "Ref" from the ineligible locations would mean that in some cases people would request something that CLS would eventually reject if there are no circulating copes available. Resource Sharing says this is acceptable if it means more access to the items that aren't getting the link right now--it's likely a small fraction that would be denied.
