It appears that libxml-sec (or similar) may have been upgraded in the apt repository and is now out of sync with the Python version of the associated library in the requirements.txt file; the Docker image will not successfully build.
To troubleshoot: try removing the pinned version of the Python library and see what version it floats up to.
