Consider deprecating Weibo harvester #978

We no longer have the capability at GWU to keep up with Weibo documentation changes, API changes, and to get fresh credentials.

@kerchner Can you provide some additional details on recent problems that you've encountered? We have a user at Stanford who is considering using and want to provide appropriate guidance.

@kerchner @justinlittman I think lots of users are trying to get access to the search API. It's a little tricky for them to complete all the required steps from the Weibo guide. If GWU policy allowed, one solution is making the connect weibo account feature public( might also need to set access control). In other words, just build a single authorization page with SFM weibo credential, users can get or resume the temporary access token from that page.
