Add a possibility to add a feed to tracker #5

At the moment we cant add new feeds to tracker. This is mandatory for an rss reader

Partly done - we can now add new feeds to tracker but it should be checked if this feed is already in db (to prevent double insertion) and if its a proper uri (dont trust the user!)
